May 12, 2009
This document constitutes a summary of the Proceedings of the Jackson County Board of Commissioners’ May 12, 2009 meeting. The full text of these proceedings is available for public inspection during regular business hours at the Office of the County Coordinator, Jackson County Court House, 405 Fifth Street, in the City of Jackson, Minnesota.
The County Board of Jackson County met in regular session in the Courthouse in the City of Jackson on May 12, 2009. The following members were present: Loren Tusa, Roger Ringkob, David Henkels, Rosemary Schultz and William Tusa, Commissioners; County Coordinator, Janice Fransen, and Trish Schulz, Human Resources Technician.
Motion was made by Commissioner Ringkob and seconded by Commissioner Schultz to adopt the agenda. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Commissioner Schultz to approve the April 28, 2009 Proceedings of the County Board. Motion carried unanimously.
Nancy Sather of the DNR presented the results of the Minnesota County Biological Survey for Jackson County.
Motion was made by Commissioner Ringkob and seconded by Commissioner Henkels to approve the Grant Agreement between the State of Minnesota, Commissioner of Corrections and Jackson County Court Services for Caseload/Workload and Remote Electronic Alcohol Monitoring effective July 1, 2009 through June 30, 2011. Motion carried unanimously.
Motion was made by Commissioner W. Tusa and seconded by Commissioner Ringkob to authorize the advertisement of CP 32-030-13 for Bituminous Paver Patches and Wedges on CSAH 23 and CSAH 36, at a date to be determined by the County Engineer. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Commissioner Schultz to award SAP 32-609-55, SAP 32-624-31 and SAP 32-643-03 for turnback Projects in the City of Heron Lake, to Svoboda Excavating, Inc. of Jackson, Minnesota for $819,177.70. Motion carried unanimously.
Motion was made by Commissioner Ringkob and seconded by Commissioner W. Tusa to award Project S.P. 32-620-20; replacing Bridge No. 89249 in Alba Township to River Ridge Construction, LLC. of Morton, Minnesota for $334,240.00. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Commissioner W. Tusa to award Project SAP 32-614-42 to Duininck Brothers of Prinsburg, Minnesota for $565,368.14. Motion carried unanimously.
Motion was made by Commissioner Schultz and seconded by Commissioner Henkels to approve the following utility permits:

Motion carried unanimously.
Dennis Healy, CEO of Lincoln-Pipestone Rural Water, presented an overview of the expansion project in Jackson County and presented the Board with a copy of the audit report for the year ending 12-31-2008, a copy which is on file in the Coordinator’s Office.
Motion was made by Commissioner Ringkob and seconded by Commissioner Henkels to approve the request to hire one summer worker for Parks through the Private Industry Council youth employment program. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Commissioner Ringkob to approve the Minnesota Board of Water and Soil Resources Grant Agreement for MPCA County Feedlot Program 2008 Performance Credit Allocations. Motion carried unanimously.
Motion was made by Commissioner W. Tusa and seconded by Commissioner Schultz to re-appoint Marilyn Reese to the Southern Minnesota Tourism Board for a one year term expiring June 30, 2010. Motion carried unanimously.
Motion was made by Commissioner Ringkob and seconded by Commissioner W. Tusa to approve an Extension of Lease between Nasby Family Farms, LLP and Jackson County for a period of six months for the 3.10 acre parcel adjacent to the County Fairgrounds on the East boundary. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Commissioner Schultz to grant Ryan Earhart a one-step increase effective May 3, 2009 for successful completion of his evaluation period. Motion carried unanimously.
The County Board finds that Southern Minnesota Tourism Association benefits the economic development of the County through the promotion of tourism, and as such is an appropriate recipient of County funds. Chairman Loren Tusa directs the Auditor/Treasurer to pay out the budget allocation of $563.00 to Southern Minnesota Tourism Association for the budget year 2009.
Chairman Tusa directs the Auditor/Treasurer to payout the remaining 2009 budget allocation of $25,000 to the Jackson County Fair Association.
Mitch Jasper, City of Jackson Mayor, appeared to present information regarding the Broadband Economic Stimulus Program. The cities of Jackson, Lakefield, Heron Lake, Okabena and Windom, and others in the area, are working together to seek federal stimulus dollars for the installation of broadband service in those communities. Broadband services would include high-speed internet, cable television and telephone, and could be provided to all residential and business properties. There might also be opportunities for hooking into the system between communities. The system would be maintained through the existing Windom broadband system. The communities are each contributing $1.00 per resident towards hiring U-reka Broadband Ventures, who will prepare the grant application to the National Telecommunication Information Agency at a cost of $10,000. The communities are requesting $1,000 from the County. Motion was made by Commissioner Schultz and seconded by Commissioner Ringkob to adopt Resolution 09-130 authorizing expenditure of $1,000 from unallocated funds towards preparation of the Broadband Economic Stimulus Program grant application by U-reka Broadband Ventures. Motion carried unanimously.
Commissioner William Tusa reported on Western Community Action.
Commissioner Schultz reported on the Plum Creek Library, AMC Legislative Conference and Human Services Advisory Council.
Commissioner Henkels reported on the Human Services Advisory Council and Southwest Mental Health Center Governing Board.
Commissioner Ringkob reported on the AMC Legislative Conference, Family Services Network and Fair Board.
Commissioner Loren Tusa reported on a meeting with Commissioners representing Faribault-Martin Human Services and Watonwan County regarding the future of Human Services.
Motion was made by Commissioner Ringkob and seconded by Commissioner Schultz to approve all Commissioners disbursements in accordance with Minnesota Statutes 471.705, subd. 1, recorded on warrants numbered 36302 through 36385 in the amount of $96,643.67 - for Revenue Fund, $61,364.87 and Road and Bridge, $35,278.80. All Human Services warrants numbered 85182 through 85241 in the amount of $14,782.40. Motion carried unanimously. A detailed list of claims paid is available at the Auditor/Treasurer’s Office upon request.
Motion was made by Commissioner Henkels and seconded by Commissioner W. Tusa to adjourn the meeting. Motion carried unanimously.
